Cant install plugins

  Hello I somehow cant install any plugins (notably the Elementor plugin) without upgrading to a business plan which would be 40 dollars a month. But every article I can find on the internet and videos I can watch on Youtube claim that the Elementor plugin is totally free. So I am a bit confused. I would be very thankful for a response
