Paypal does not work

  I want to pay the Premium Upgrade for my page for one year. When I try to confirm the payment via Paypal after putting in again my bank account informations, appears the message: ‚You have already connected this bank account with Paypal‘.
  I just can’t finish the payment via Paypal…
  Is it a Paypal problem or with wordpress?
