URL takes to different site, and account is not connected

  Hello! I have two issues, one is that a weird website comes up when trying to access the desired website, but it only does this sometimes. (I have attached a screenshot). the other question is how do I link my wordpress.com account to my website, as they seem to be disjointed. thank you.
