User with Explorer Plan how do you add a GDPR aligned cookies Banner?

  Hi all,
  User with Explorer Plan how do you add a GDPR aligned cookies Banner? As the explorer plan allows no plugins and the only cookie consent template in editor does not looks very right as there is only field to accept but no field to decline as required.Please help me Im desperate :'(
