Payment issue

  I’ve been wanting to pay for the register of my domain and an upgrade to business (300$ total) but the website says purchases are unavailable and to please contact you. I have made contact twice and both times the person responding just says ‘We reserve the right to limit purchases on WordPress.com sites so payments will no be allowed on this account’. I want to know the reason why I am not allowed and how can I be.
