REALLY puzzled now about WordPress payment policies

  I had a free 3-year-old WordPress site and I thought I would make another one now. I thought I selected a ’free’ site without payments, but received a payment to my cart and I would like to negotiate about that and reverse it to free, like I thought I chose. The payment in my cart as 48 a year. NOW I have received a payment requirement concerning also my old free site, here it is stated, that I have made ’premium order’ which I have never made and I should pay 96 for that other free site. I have saved to my computer both those cart money requirements. With hom I can consult ith? Here is my previous letter: I have been struggling to make a site vanhanajanpirtti.wordpress.com for myself many days. I chose to use free Baskerville 2 theme (which I knew from the earlier use). I finally got into the part ’Launch’, and now I am not sure, if the site is free or not. I thought I selected the free option, but I am puzzled. The choosing as made very complicated. Can you confirm me no, that there will be no payments, and if there would be, what should I do to make my site free to use (like my previous site), because that was and is my intention? MORE INFORMATION: I just noticed there is a payment in my cart. One has to be able to change that. Where can I contact in these kind of matters. The whole thing of choosing the free option as made in that kind of way, that it cannot be accepted. I would need to consult somebody in charge of these free and payment options.
