Transferring to my domain

  Hi
  I want to transfer my wordpress website to my domain. I waited for the 60 mandatory days to get the free transfer and now every option is i get costs the same 96€ that it would’ve costed without the promised free transfer after 60 days. So, what was that promise, should this now be free?
