Κάστρο Μεθώνης
Κριτήρια και διαδικασίες για την ένταξη μνημείων και τοποθεσιών στονκατάλογο της παγκόσμιας πολιτιστικής κληρονομιάς της UNESCO
Προκειμένου να συμπεριληφθεί στον Κατάλογο Παγκόσμιας Κληρονομιάςκάποιο μνημείο ή τοποθεσία, θα πρέπει να πληροί τουλάχιστον ένα από τα παρακάτωδέκα κριτήρια επιλογής:
1.Να αντιπροσωπεύει ένα αριστούργημα της ανθρώπινης δημιουργικής ευφυΐας
2. Να επιδεικνύει μια σημαντική εξέλιξη των ανθρωπίνων αξιών ή εντός μιαςσυγκεκριμένης πολιτιστικής περιφέρειας αναφορικά με την αρχιτεκτονική, τηντεχνολογία, τα μνημεία, την πολεοδομία και τον σχεδιασμό τοπίου.
3.Να αποτελεί τη μοναδική ή τουλάχιστον μια εξαιρετικής αξίας μαρτυρία μιας πολιτιστικής παράδοσης ή ενός πολιτισμού ζωντανού ή εξαφανισμένου.
4. Να αποτελεί εξέχον παράδειγμα παραδοσιακού οικισμού, χρήσης γης ήθάλασσας που τυγχάνει χαρακτηριστική ενός πολιτισμού, ειδικά αν αυτό έχεικαταστεί ευάλωτο εξαιτίας των επιπτώσεων μη αναστρέψιμων αλλαγών.
5. Να συνδέεται άμεσα και απτά με γεγονότα ή ζωντανές παραδόσεις, ιδέες,πεποιθήσεις, καλλιτεχνικά ή φιλολογικά έργα οικουμενικής σημασίας.
6. Να περιέχει εξαιρετικά φυσικά φαινόμενα ή περιοχές ιδιαίτερης φυσικήςομορφιάς και σημασίας.
7. Να αποτελεί εξέχον και αντιπροσωπευτικό δείγμα των μειζόνων σταδίωνεξέλιξης της ιστορίας της γης, περιλαμβάνοντας τη δημιουργία και εξέλιξη ζωής, σημαντικές γεωλογικές διαδικασίες ως προς την εξέλιξη των εδαφικώνδιαμορφώσεων ή σημαντικών γεωμορφικών ή φυσιογραφικών χαρακτηριστικών.
9. Να αποτελεί εξέχον παράδειγμα σημαντικών εν εξελίξει οικολογικών καιβιολογικών διαδικασιών που αφορούν την εξέλιξη και ανάπτυξη εδαφικών, υδάτινων, παράκτιων και θαλάσσιων οικοσυστημάτων και κοινοτήτων ζώωνκαι φυτών.
10. Να περιέχει τα πιο σημαντικά φυσικά καταφύγια για επιτόπια συντήρηση καιπροστασία της βιοποικιλότητας, περιλαμβανομένων αυτών που περιέχουναπειλούμενα είδη εξέχουσας οικουμενικής αξίας από την άποψη τηςεπιστήμης.
Στο σημείο αυτό θα αναλύσουμε τις διαδικασίες που απαιτούνται για τηνένταξη μνημείων και τοποθεσιών στον κατάλογο Παγκόσμιας κληρονομιάς της Unesco.
Δικαίωμα να υποβάλλουν υποψηφιότητες έχουν μόνο τα κράτη που έχουν κυρώσει τη σύμβαση του 1972. Η ενδιαφερόμενη χώρα δημιουργεί ένα κατάλογο σημαντικών μνημείων καιτοποθεσιών φυσικής και πολιτιστικής κληρονομιάς. Ο κατάλογος αυτός υποβάλλεται υποχρεωτικά και ονομάζεται «Δοκιμαστική Λίστα» (tentative list) , επιπλέον μπορεί να επικυρωθεί οποτεδήποτε. Η ενδιαφερόμενη χώρα επιλέγει τον κατάλληλο χρόνο για να υποβάλλει υποψηφιότητα στο Κέντρο Παγκόσμιας Κληρονομιάς. Εφόσον ο φάκελοςείναι πλήρης αποστέλλεται στα Συμβουλευτικά Σώματα, τα οποία παρέχουν προς την Unesco εκτιμήσεις ως προς την πολιτιστική και φυσική αξία των υποψήφιων μνημείων και τοποθεσιών. Έπειτα γνωμοδοτεί το Διεθνές Κέντρο για τη Μελέτη Διαφύλαξης και Αποκατάστασης των Πολιτιστικών Αγαθών, το οποίοπαρέχει καθοδήγηση και εξειδικευμένη γνώση ως προς τη συντήρηση και προστασίατόπων πολιτιστικού ενδιαφέροντος (http://www.iccrom.org). Όταν ολοκληρωθεί η διαδικασία αξιολόγησης και αποτίμησης η ΕπιτροπήΠαγκόσμιας Κληρονομιάς, έχει τη δυνατότητα της έγκρισης ή της απόρριψης της υποψηφιότητας, αλλά και της αναζήτησης περισσοτέρων στοιχείων από ταενδιαφερόμενα κράτη.Το θεσμικό πλαίσιο της UNESCO για την προστασία της άυλης πολιτιστικής κληρονομίας
Η Unesco ανέλαβε πρωτοβουλία για τη διαφύλαξη της προφορικής και άυληςκληρονομιάς της ανθρωπότητας (oral and intangible Ηeritage of Humanity).Ο όρος πολιτιστικά αγαθά δεν περιλαμβάνει μόνο τα εμπράγματα πολιτιστικά αγαθά-κινητά και ακίνητα, αλλά και τα άυλα όπως γλώσσα, ιστορία, λαϊκή παράδοση, έθιμα,χορός, μουσική κτλ.
