How do I add a pop-up option that suggests a blog entry?
We don’t offer a feature like that on WordPress.com, but if you’re not using it yet you can enable the Related Posts feature that lists up to three related posts at the bottom of your post:

Hi there, Just adding that while there is no built-in pop-up box to subscribe to a WordPress.com site, a site visitor can follow your site in the Action bar that already appears at the bottom right corner of your browser screen and you can add a Subscription Form block anywhere on your site or a Widget in the footer or sidebar widget area of your site.
