  Is it possible to import a file with a .wpress extension that was downloaded from an old WordPress site?

  Because of the reasons explained in this similar thread on WordPress.com you have two options (first not recommended):
  1) Install a plugin that will import your .wpress file. But to install plugins you will need a Business or higher plan.
  2) You have to get an XML file with a website content from another WordPress site. Here is a manual how to get it on your original website: https://wordpress.com/support/export/#exporting-the-media-library
  Then you need to import XML file to your new WordPress.com website: https://wordpress.com/support/import/#import-content-from-another-word-press-site
