  There are two issues here. Only users on the Business plan upgrade can install 3rd party themes. All other users can use or purchase any theme available in our Theme Showcase. https://wordpress.com/themes/

  Here is the showcase page for Illustratr, the theme currently active on your above site: https://wordpress.com/theme/illustratr which also gives you set up information. If you wish to customize the CSS of your theme, you will need to upgrade to either the Premium or Business plan upgrade.
