‘1 file could not be uploaded because an error occurred while uploading’

I keep getting this message after multiple attempts. I want to upload a pdf (361 kb) and a jpg (76 kb). I cannot upload them, separately or together. Both have standard characters in the file name and the correct file type tag. Web connection is good. I turned off all plug-ins: same result.

I found a workaround that raises more questions.
If I access my site via wordpress.com, I cannot upload media.
If I access the site through my own domain name, I can upload media, but I cannot edit posts: “Service Unavailable – The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later. – Apache Server at stevenengler.ca Port 80” This problem has been going on for months, which is why I have been editing via wordpress.com.
So, I can make it work by toggling between the two admin dashboards, but something is wonky. The theme is Appliance.
I will double-check to make sure the hosting service is running PHP 5.6.

And now I get a “404 (page not found)” error on most (not all) media (pdfs) on the site. This may be because I reset the file permissions, following instructions on several posts. In one day the site has gone from needing one file updated to being nearly unusable.

Do you mind sharing the URL of your site?
Also, have you tried clearing cache and cookies, and updating your browsers? Also try logging out of WordPress.com and logging back in again.I looked at https://wordpress.com/theme/appliance (also https://wordpress.com/themes?s=Appliance) and it doesn’t look like that theme exists. That may be because I’m only on the free plan and you’re using a premium theme, but could you just confirm that you’re definitely using WordPress.com and not WordPress.org? (You did mention that you edit through WordPress.com so I suppose the theme just wasn’t appearing for me for whatever reason.)

To complete the circle, I am unable to edit permalinks, because that also generates the “Service Unavailable” error.

Cleaning cache/cookies does not help. All links to media are broken. I have a free account (hosted by godaddy.com, running PHP 5.6). WP software is updated.

Something may be wrong with WordPress.org or this server’s configuration. If you continue to have problems, please try the support forums.”
