    1. If I want to have a multiple blogs, do i need to pay annual plan fee for each blog? Or can I start a multiple blogs by paying for only one annual fee(If I prefer $10/month plan)
    2. I see that visitors are able to comment on an article that I will make. Can they make articles by themselves if I wish? Like the website ‘Quora’?

    Hosting with WordPress.com is absolutely free and if you create multiple blogs they will be all hosted for free. You only pay if you decide you want additional features for your site via the various paid plans available.

    You can only use one plan per site, so you will need to purchase an individual plan for each site that you create.

    Yes, you will need to make them at least a contributor to your blog in order for them to create posts.
