    This forum is volunteer based help as we are not WordPress employees. Can you be a bit more specific in your question so that we can better assist you? I believe you are saying that you paid $13 and did not get your domain transferred? A wordpress website can be free, however if you wanted a customer domain, you did the right thing.

    Please help us understand you better.

    I never did point my domain to WordPress. It was an issue from the beginning. I spent 3 days, different support persons, trying to get my domain released from Tucows. No avail. No one seemed to know what to do. Hours spent pecking back and forth. I finally went to GoDaddy (phone conversation) and the issue was resolved in minutes. GoDaddy now Hosts my domain (I guess this is the correct terminology) and I will be pointing it to some other site than WordPress.
    From my $99 Premium upgrade, I got back $86. $13 kept for “domain mapping.”

    1. What is the domain URL?
    2. What is the underlying .wordpress.com URL?
    3. Exactly which username account registered the underlying .wordpress.com blog and purchased the upgrade for it?
    4. When was the upgrade purchased?

    Refunds
    WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.

    Note: It takes from 1 – 2 weeks for the refund to be received.

    Canceling upgrades
    You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
