1st time wordpress user

I’m starting a blog/website for my group on campus and I’ve only ever used Blogger before, but I know wordpress is supposed to be better. I have no budget right now because the group hasn’t put any stock in an online presence other than emailing people. Recently that option was taken away from us and I’m the new PR chair. I am using all free options right now, but I honestly can’t do or find anything! all the youtube tutorials talk about a dashboard and the appearance tab and etc…
is wordpress only 100% free if you only want to post? widgets, headers, cover page, etc is $99 for the year?
please help
