We [provide support only for WordPress.com hosted blogs.Are you referring to one of the free blogs from and being hosted by WordPress.COM like http://blondeconfidential.com/ is?

I have a premium theme. When I go to WP app on my mobile phone and click view site i get an error page. It says webpage not available.

I don’t see anything wrong with your site, other than it takes forever to load. What are you using to view the site?

Okay lets get this straight. Using FF28, Chrome 32 and IE 11 I can access this site http://blondeconfidential.com/ easily.
You have an issue with the app. There’s nothing wrong with the site.
