Free plan is free – forever.
(2) What is the difference b/w Website and Blog?
A blog is basically a web log that a blogger makes use for chronological listing of blog posts. A blog has the most recent content shown first followed by the previously updated content.
A website can be anything, it basically . A website may be complimented with a blog, but the home page would be more for browsing other pages and not just posts.

If you are planning to earn via Ads, then read this:
There are 3 paid plans on WordPress.com: Personal, Premium and Business. You can upgrade to any of these plans to monetize your site/blog using WordAds and start making money.Please Note: The amount of money you make via WordAds depends on Ad impressions(not Ad Clicks). You do not have direct access to WordAds with Personal plan(like you do with the Business or Premium plans). You have to meet some eligibility criteria if you want to use WordAds with the personal plan. One of the eligibility criteria is a custom domain — which can be registered using this plan.

For payment, we accept all major credit and debit cards, and you can also pay directly through your PayPal account.
We cannot accept checks, cash, purchase or money orders, or any payment that must be mailed, and we cannot accept payment over the phone.

The information you’ve received so far is accurate. There is no charge for joining the WordAds program, but there is an application process that is required if you’re using a Personal Plan.
The site must have moderate to high traffic and appropriate content to apply to the WordAds program. The program features ads from external ad networks so there isn’t much control over what is displayed. You can learn more about WordAds here: https://wordads.co/faq/

If I visit your blog and click into 10 posts that will be recorded as 1 visitor and 10 page views. But please do not assume that everyone who clicks a follow, like, share, reblog or comment link actually reads the post on your blog because odds are they may not.
Also note that I despise ads on any site so I never click them and you need impressions to gain income from ads.
