2 style.css files precedence

  In my theme structure I noticed there are 2 style.css files:
  – 1 under wp-content/themes/painter/style.css
  – 1 under wp-content/themes/css/style.css

  which takes precedent and why?

  why are there 2?

  Sorry, but from the looks of things your blog is self-hosted on a third-party hosting service. This forum is for those hosted here on the wordpress.COM free hosting service and things work differently in key ways. You need to inquire over at http://wordpress.ORG/support/ which is where self-hosted blogs are supported.
