  I already have a website with my email associated now I want to create a new website with the same email?

  Hello.
  You can have more than one domain/site associated with your username. On your dashboard scroll down to Configuration>Domain, there is an ‘Add’ button, click on the ‘Add’ button. https://wordpress.com/domains/add/YOUR_SITE_NAME.wordpress.com
