2012 Custom Theme Header Needs Cropping Despite Specs Provided

  Despite making the Custom Header Image according to specs provided under Appearance>Header it still crops the image smaller in length. If I make it shorter it comes back with it needing to be cropped smaller again and so forth. Why?
