$300 Business plan to use Plugin

Why am i being asked to upgrade? Others i have talked to are able to add the etsy360 plug in without upgrading.

The other people you talked to would be using the open source version of WordPress at other hosting providers like Bluehost or GoDaddy, and there they’re paying for a hosting plan for their site.
The forum you’re posting in now is for WordPress.com, another hosting provider for WordPress. We don’t charge anything for hosting, but we do charge for specific features and services, and the ability to use plugins is a feature we only offer on our Business and eCommerce plans.
