You will need to use plugins to implement third-party payment gateways on a WordPress.com site. Plugins are allowed on WordPress.com Business plan and higher. You can learn more about our plans and pricing here: https://wordpress.com/pricing
We have different ways of collecting payments at various plans (including the cheapest plan, WordPress.com Personal). Here are some of them:
* Payments button
* Pay with PayPal
* Premium Content block
* Donation blockCan you take a look at them and see if any of them fit your needs? If there’s a specific reason as to why you need to use Authorize.net specifically, feel free to let us know. :)

Thank you for this info! The client needs to use Authorize.net because of a partnership they have with FiServ.

Thanks for clarifying! Then you would need a Business or eCommerce level plan in order to use that specific payment gateway.
While we do help with some site setup and configuration questions, implementing a specific payment gateway would fall outside our normal scope of support. If you need that level of help, you would need to hire a developer to help with this, otherwise we also have our own service where we can build the site for you.
