This is my domain and I am having 403 issue.
Does anybody know how I can fix this? -
Yes, you’ll have to ask your web host or inquire at https://wordpress.org/support/forums/ where that version of the software is supported. We use a different version here, and cannot help you.

I have no idea why It shows that result.
I am pretty sure I made this web page through WordPress.com.
I made it through the domain “https://soldouts.com/wp-admin”, and I used wordpress them for my site. Doesn’t it mean that WordPress is my hosting site? -

No, that doesn’t mean WordPress is your web host, just that you’re using some version of WordPress software on the site. If you were using WordPress.com, you wouldn’t be able to use plugins like WooCommerce without upgrades. Did you have a paid upgrade? Or did you pay for hosting, which would mean you were hosted somewhere else, using WordPress.org.

The WordPress.com account you’re using to post here is only six hours old, and doesn’t own any sites on WordPress.com.
soldouts.com is registered at Namebright.com and hosted by Unified Layer, which is part of Bluehost.com. That site has no connection at all to WordPress.com, but is using the open source WordPress software made on WordPress.org, as @raincoaster explained above.
