404 not found when loging into /wp-admin

On our website (unicog.org/site_2016), we tried to alter the url via settings -> general -> site address. When saving this change, we got a 404 error.
Now, when trying to access the website itself, the url is automatically updated to what we tried to change it to (unicog.org/site_2019) but then this is not found. Also, when logging in to the admin dashboard, the same 404 error appears.
‘The requested URL /site_2019/wp-login.php was not found on this server.’
We found online some solutions using the FTP file wp_config, but we can not access this because the website was created by an external web master.
So we can not enter the dashboard or the FTP files, and we have to change the url back to its original (unicog.org/site_2016). Any advice on how to accomplish this?
