728×90 blog theme

Looking for a blog theme that supports a 728×90 banner at the top.

Sorry but we do not have a filter for that theme feature (header image dimensions), not all themes have header images, and when it comes to those that do have them the header image sizes vary from theme to theme.

I’d also like to mention that no advertising banners are allowed on wordpress.COM hosted blogs so you are clear on that too.
The software will strip out all blogger initiated advertising such as affiliate banners because it’s not allowed.

WordPress.com allows bloggers to insert text affiliate links within post and page content to most third-party affiliate programs, provided they are not the primary content of the site in question.
Image affiliate links in posts and pages and any banners, affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs.
The only advertising program at WordPress.COM is called WordAds and it’s for blogs on their own domains.
