In the comments section of a blog post, I sometimes see bloggers leave comments, and under the “Like” button for their comment, they have a blurb that says “(Username) recently posted (most recent blog post link).” I was wondering if this is a free function that can be enabled for any WordPress.com blog site or does a blogger have to had upgraded to a personal or business plan?

The blurb-feature is not a stated feature in
https://wordpress.com/pricing/.
I doubt very much there is such a feature at all as it sounds like an automatic proliferation of links which could be construed as spamming. -

There is no feature like what you describe on WordPress.com.
Some themes will show a short bio for the post author at the end of a published post, and all sites have the ability to activate Related Posts at My Site ->Settings ->Reading, to show related posts on your own site at the bottom of new posts, but we do not display bios for commenters or links to recent posts by commenters in the comments on a WordPress.com site.

The blurb is a feature of your site !
On your site, the commenter has an option to include a link to his/her latest post together with his/her comment.
You can see the option in this screenshot below.

That site is on our VIP hosting program. VIP sites have access to features not available to regular WordPress.com sites. There is no WordPress.com upgrade that will allow you to add that to your site.

It is the site where they saw this feature, and the feature is not something that’s included in WordPress.com.Please don’t guess where a particular feature is coming from. If you don’t know the answer, or can’t point to a support document or past forum thread to support your answer, please rather don’t reply and leave it for someone who does have the correct information. Giving incorrect replies like this is not helpful, and leads to staff and experienced volunteers having to check your replies and correct you, wasting time we could have been using to help other users.
In a thread where staff is already involved, please leave it for us to handle from that point on.
