The account you are currently logged in to hasn’t purchased any upgrades, which suggests you have another WordPress.com account.
Could you try logging out of WordPress.com, then log back in using the email address your purchase receipt was sent to? Once logged into the correct account, the upgrade should be listed on the Manage Purchases page.
Please let me know if you have any trouble and do not share any transaction IDs on these forums.
