A customer was charged the wrong amount

1.) A customer was charged the wrong amount. I have a charge on order #20495 that was under charged. How did this happen and how can I prevent it in the future. I’m looking at my orders, and I can’t even find the order under woo commerce. That’s weird too because I have an email of the order and we have a paypal receipt showing the payment. I think I need assistance in this issue.
2.) Also, this weekend I started getting notices of people registering to my website. I never got emails previously like this. How can I stop these emails from coming???
3.) Is it possible to issue customers a store credit on my site with a one time use code? Is that an upgraded feature? -
