A different way to add users?

I would like to start a new blog specifically geared to only members of our group and not anyone else in the general public, basically geared around our organization; a private blog I guess What is the easiest way to do this and can I only do it by the way of requesting new users / authors and having them to start a wordpress account? Thanks.
The blog I need help with is: (visible only to logged in users)

They each need an account but they don’t each need to have a blog, they will have an option of opening only an account without a blog – caution, the account option only is a bit hidden but it just depends on which box they have checked or not during the registration process.

If they accidentally also sign-up for a blog, don’t worry a bit, they never need to use the blog they can just leave it sit blank with no entries, no harm will be done.
