A domain is not availible, but it’s administrator doesn’t use that blog anymore. I tried to contact him by the mail he wrote in his blog, but my letters don’t reach him. So how can I take that domain, if the owner is not going to use that blog anymore?

Hi. Are you referring to someone else’s address, like __.wordpress.com?
Other than contacting them, there is nothing you can do. It’s not your domain unless the current owner says it is okay for you to have it.

how do you contact someone regarding using the domain? it says the domain is registered but its not in use…

If the blog does not have a contact form or a comments box, there is no way to contact the owner, sorry.

If your are actually referring to a free hosted .wordpress.com blog and there is no comment box you can use, and no contact form or any contact information on the blog, then you have reached a dead end. See here please > Unused Blogs
Also note that WordPress.com is the top level domain (TLD) and all .wordpress.com blogs are sub-domains. If you purchase a domain name in a domain mapping upgrade then you can map from any .wordpress.com sub-domain URL to your domain. It doesn’t matter at all which .wordpress.com sub-domain URL you are mapping from because only you can see the sub-domain URLs on the Admin side of the blog. What your visitors will see is the domain URL.
