A few things…

1. It should be possible to change the url of a blog afterwards (for example you registered genx4.wordpress.com and want to change it into genx5.wordpress.com, without the need to register a new one)
2. If you delete your blog, the registered domain should be free for registration again after 3 months (for example)
3. The same for the username.

2. Not going to happen. Suppose you had a religious blog at blog.wordpress.com and deleted it and moved on to a self-hosted blog. Three months later someone gets your old blog URL and puts up porn. Now any of your old visitors coming to your old blog because they did not know you had moved would be faced with naked bodies and all sorts of debauchery. Not a good thing. It is highly unlikely staff will change this position anytime soon. At some point, perhaps they will release 2-yer old URL’s or something, but certainly probably nothing less than a year or two.
3. You can create a new username anytime you want and then set it as an administrator on the blog. Easy peasy. Also, you can change your display name anytime you want at users > personal settings. You type in the new name (nickname) save, then select it from the pulldown and again click save. Easy peasy.

I would also add that you can “change” the URL of a blog a blog by exporting it, creating a new blog and importing it. You can then redirect the old URL to the new blog. I have done this succesfully, it takes about half an hour altogether for a blog with 100 pages and a similar number of images.
