  Does wordpress.com comes with a function of a forum to add to my blog?

  No it doesn’t. There is no FTP access and we cannot install plugins for security reasons. That means there is no forum that you can embed into a free hosted WordPress.com blog. You have three free options: http://onecoolsitebloggingtips.com/2012/04/23/wordpress-com-forum-options/
