a lot of ENOENT files. big use CPU

We have a strange problem that is generating server load for us. It throws about 10000 ENONENT errors every time the page is started. Some files do not exist on the server, some exist but in a completely different place, some are checked several times.
Tested on wp 6.1, we use woocomerce and wpml.
Tested also on a clean version of wordpress on a clean database – there were about 200 of the same errors in default theme.
There is no caching plugin, redis is turned off on the server, it doesn’t hold anything anywhere as far as the cache is concerned, the website works properly. There are no viruses. There was a similar topic on the forum but no solution.How to get rid of it, how to solve it

there must be something wrong with the paths because of wpml, why practically every plugin looks for some translation paths that it doesn’t have. What are these translations generated for?
E.g.

There isn’t even a directory like ‘languages’ w ‘/home/webdev/public_html/wp-content/plugins/woocommerce/packages/woocommerce-blocks/’
These files are searched by about 10,000 from each plugin, several hundred each plus some singles -
