    It’s possible to create a multilingual WordPress.com site with these steps (which are not theme specific):

    Set Up a Multilingual Site

    If you are looking for functionality beyond that, you would need to look at using a custom plugin — they can be installed on the Business plan and above.

    I don’t have a specific plugin recommendation but you can search for possible options from My Site > Tools > Plugins — it won’t be possible to install any without upgrading though.
