A must need plugin disqus

I would like to have disqus plugin in my blog. But I am not able to install it. I don’t own a domain.
The blog I need help with is: (visible only to logged in users)

Whether or not we have upgrades the answer remains the same as what the tag search indicates. You cannot use Disqus on a wordpress.COM hosted blog.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.

I am okay with WordPress.com not offering us too many third party services, plugins, etc. I have some self-hosted blogs/sites plus many WordPress.com blogs and my 8 years’ experience tells me that having too much on our plate here would be bad.

I’m with you on that. I’ve blogged for 10 years now, including 9 years here. IMO when specific plugin requests in this Ideas Forum date back 7 years in time like this one does https://en.forums.wordpress.com/tags/disqus/page/3 the odds of what’s being requested being introduced are next to zero.
