A new Business or Premium website

I have never used WordPress before but I have a client who already has a website but he wants to produce a new website and I would like him to move to a WordPress site.
I have signed up to wordpress as I wanted to test out how easy it is to set up a simple website but I seem to have a blog page. What should I do?
A few questions:
1. I would like his site to remain up until the new WordPress website is ready, is this possible, if so what do I need to do to produce his new site in WordPress before moving his domain nate to this new WordPress site?2. He will need to purchase your Premium or Business package
3. Do you have to use a template?

Neither the free plan and the Premium plan do not allow you to upload your own themes or plugins. Some bloggers create a contact form and after the people have made a PayPal donation they provide the link to a private page for downloading files. Maybe that will work for you.

WordPress.com is a multiuser blogging platform. Our blogs are not stand alone sites. They share a common architecture. We bloggers cannot access and edit templates underlying out themes as all blogs wearing the same theme are using the same underlying template. The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes

WordPress.org offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
