Yes, you can do that.
1.) You can create a new site on WordPress.com
2.) If your domain is registered elsewhere, you’ll need to first point the nameserver to WordPress.com.
(your domain registrar should have instructions for doing this or you can contact their support)

(If it’s a custom domain, you’ll first need to map the domain under Upgrades → Domains)

So you want to keep the free WordPress.com address, loristevens.wordpress.com, but completely redo your site?
You can redesign your site on a new WordPress.com address, but you’ll only be able to migrate the content back to the current site using the export/import feature. The settings, theme, and customizations you’ll need to copy over manually, as those aren’t included in the export file.
So by necessity there will be a phase where your site will be in transition as you copy everything over. But figuring out things first on a different site is definitely a good idea, as that will keep the switch-over’s duration to the minimum.
You can also switch your site back to Coming Soon mode while you’re making the changes, so people won’t see it during the transformation :)
