A quick question before I start a website

Hello All,
I just wanted to know, that, if I were to use a premium account on WordPress, what features are offered? Can WordPress include uploads and downloads of mp3/mp4 files, or offer a payment method between on the site (for example PayPal features to allow one user to pay another) and finally, will they be able to include account sign ups or log ins for people? People should be able to create their own accounts/profiles on the website.

I can tell from your questions that your best course to action is to hire a web host http://wordpress.org/hosting and set up your own wordpress.ORG software install.
We provide support only for blogs hosted by WordPress.COM. As that site is not hosted here by WordPress.COM, our support docs do not relate to it, and we cannot provide support for it. You are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
