Ok thanks it seems my card was not deducted. i tried to purchase 99$ upgrade but it didnt go through. If not, i would still like to upgrade knowing i would not be billed twice. What can i do now? Thanks so much for you help. Seems page for upgrade isnt working

I will help you but first please make a keyboard change. Civility online goes a long way just as it does offline. You are typing in all capital letters and it makes text so hard to read. It’s also considered to be the rude online equivalent of SHOUTING! or YELLING! into someone’s face, in this case that is someone like me, who is here to help.
Disable your cap locks key, please. I am visually challenged and I don’t need any additional challenges.
We require some relevant details to help.
What do you see at these two locations please?
Dashboard > Store > My Upgrades
Dashboard > Store > Billing HistoryIf you do not see any upgrade and charges there then there is nothing to cancel and refund. If you do see any then provide the following information:
- Exactly which username account registered the blog and purchased the upgrades for it?
- What is the URL of the underlying .wordpress.com blog, please?
- If a domain URL is involved what is it?
- Exactly which upgrade was purchased and when was it purchased?
If you purchased a domain name via wordpress.com Staff need to know whether or not you want to keep the domain name and use it on another site.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
When we need Staff help we type modlook into the sidebar tags on our forum threads. I did that for you.

In my experience it will take 1-2 days for a transaction to go through. “Charges from us will appear on your statement as from WP-FEE.COM or WPCHRG.COM.” It will take up to 7 days for you to receive a refund after requested.
As a volunteer I can’t view any transaction history. If you do not see the upgrade listed at wordpress.com/purchases then it did not go through and you can try again wordpress.com/plans
