A second language

I am blogging in Norwegian, but want another “link” to english. I want my readers to choose either Norwegian or English. Is it possible to add something to my homepage for example a norwegian and a english flag were people can click on what language they want to read it in?
The blog I need help with is: (visible only to logged in users)

I wanted a french and dutch website. so I made two exactly the same blogs.
in my menu, I put a link button “FR” (for french) which leads to my french version of the website. on the french site, I put a NL button (dutch) which leads to the dutch website. It was the only way I figured out to solve this problem.

We do not have FTP access and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/
http://en.support.wordpress.com/code/#javascriptHowever, I have translation on my WordPress.com blogs. There are two workarounds and you will find them here > http://onecoolsitebloggingtips.com/2011/02/14/translation-widget-for-wordpress-com-blogs/
Note: You can copy and paste the code on my Translations page and then replace every occurrence of my blog’s URL in the code with your own blog’s URL.If you are bilingual or multilingual and want to publish your free hosted WordPress.com in two or more languages but do not want to rely on machine translation that can be done as cedricalexandre did it see here > http://onecoolsitebloggingtips.com/2013/02/25/wordpress-com-multilingual-blogs/

I found your excellent instructions Timethief when looking to create a multi lingual learning site. A lot of people on e learning have problems with all the lectures in English. Google translation isn’t perfect but it certainly helps.
Thank you from all those people who use this.
If anyone wishes to see it in action it is here http://louisecharente.wordpress.com/
