I have an old website that is no longer active, but it still shows up when I type in the URL. Please eliminate https://rhbryant89.wordpress.com/
The blog I need help with is: (visible only to logged in users)

As the site owner, you can either delete that site or make it Private to keep it out of search engines and public view.
I’d recommend the latter if you think there is even the smallest chance you may want to use that site URL again. Deleting a site not only permanently deletes the site content, but also the site address.

But, I no longer have access to the dashboard, settings, or anything else. It just shows the first page with no controls.

Hi again, are you able to visit the WP admin Dashboard at https://rhbryant89.wordpress.com/wp-admin/ while logged in with this account? If instead you reach a page that says you don’t have permission to view that dashboard, you may need to log out of this account and log in with the account that originally registered the site. After you log in with that account then you should be able to delete the site following the instructions I linked to in my above answer.
If you no longer have the log in information for that account, you will need to recover the account first. Here’s how you can do that: https://en.support.wordpress.com/account-recovery/
If you cannot recover the account, there’s nothing that can be done to delete the site short of a court order.

Well… unfortunately my username and password are attached to a different blog. So, when I use them, they automatically go to the Bob4Grace blog. Whereas you would think that if that username and password had two blogs associated with it, both would show up in the dashboard and I could select either/or. In this case the rhbryant89 blog does not show up.

If both blogs are registered under the same account name (i.e. the one you are currently logged in with) you should be able to reach the WP Admin (Classic) dashboard of rhbryant89.wordpress.com via the link I provided in my above reply.
