Abbr with Title not showing in Tooltip

    Six years ago, Morag posted “It is my understanding that the abbr tag is allowed to be used in wordpress.com posts. However when I use it all it shows is the cursor changing to a question mark. It does not show the title attribute like it would in other websites. How do I see the abbreviation meaning that I have put into the abbr title in my post?” but the solution she described — nothing in quotation marks in the title attribute — seems questionable, and indeed doesn’t work for me.
    Ordinarily I’d expect that the syntax [angle bracket]abbr title=”Abbreviation”[close bracket] followed by the abbreviation and a corresponding close-tag should enable a tooltip with the text of the abbreviation to appear. What am I missing?
