Ability to add colour to parts of text

Hi, is there any possibility to have:
1. the ability to add colour to the header text?
2. the ability to add colour to a portion of text within a paragraph block in addition to the whole block? I would love to see the colour text option put back in the formatting menu above the text (next to the bold/italic options).
3. the ability to add colour to other blocks such as quotes, lists, anything with text in it.

The block editor forms part of the Core WordPress software, so it’s not us on WordPress.com who builds it, but the team over at WordPress.org
It doesn’t look like there are currently any plans to add color options to the Header and list blocks, though I’m adding your request to the open issue for that in https://github.com/WordPress/gutenberg/issues/6012
There’s a plugin referenced in that thread that might work for you in the meantime.
In general, though, header colors, and especially the post/page title color, should ideally be controlled on a global level for your site through custom CSS. Having different colors for different headings on your site is bad from a design perspective, and can also have a negative effect on accessibility.

Regarding changing color of a portion of text, the team building the editor have decided not to add that ability. You can see the discussion in https://github.com/WordPress/gutenberg/issues/6080. The same plugin mentioned in the other issue, Advanced Rich Text Tools, can be used to add this on your Business Plan site.
