About accessing plugins

  I started using wordpress just now. And i found that there should be plugins. Where can i access them? They are not placed anywhere in control panel. It’s weird cause i found a lot of instructions on google with images, where i can see plugins section at control panel, but i just don’t hawe such section. Do i have to buy or activate them separately?
