Noo blogger initiated advertising, retailing or reselling the work created or services provided by anyone other than yourself is allowed on free hosted wordpress.COM blogs. E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by wordpress.COMThe advertising exceptions noted in support documentation are for high traffic blogs that qualify for and are accepted into the Ad Control program, and for extremely high traffic blogs that qualify and are accepted into the paid VIP hosting program.

The exceptions noted in support documentation with regard to affiliate links are found here: http://en.wordpress.com/types-of-blogs/If you have any further questions about advertising and/or affiliate links and/or ecommerce on a free blog from and being free hosted by wordpress.COM please contact Staff directly using this link. http://en.support.wordpress.com/contact/
If you do require an ecommerce site, advertising and/or affiliate links you can hire a web host and get a free software install from http://wordpress.org Refer to > http://support.wordpress.com/com-vs-org/
Moving your blog content to a self-hosted WordPress org install after you have paid a we host to host it is not an “upgrade”. The two sites are separate. There is no upgrade that allows advertising on free hosted WordPress.com blogs – period.
Guided transfers do not include Staff setting up advertising for you. See here > http://en.support.wordpress.com/moving-a-blog/#moving-to-wordpress-org

If you are self-hosted, yes you can advertise. It is always best to read over the Terms of Service at the web host you are considering, but I know of no third-party web hosts who limit you on advertising.
It isn’t a “upgrade.” What you would need to do is to get a domain name (if you do not already have one) and then hire a web host, install and configure the wordpress.ORG software on that web host. Many have either simple scripts or fantastico available through the cPanel which allow you to install it by just answering a few questions.
Once wordpress is installed at that web host, and your domain name propagation is done (about 24 hours) then you can export your content from here and import it into the new blog at the new host.
This does come with added responsibilities. You have to do all installations and upgrades, all backups and all troubleshooting. If something goes wrong you have to figure it out and fix it. WordPress has made it very easy to upgrade the core wordpress, themes and plugins, so self-hosting is much easier than it used to be, but it still takes more work. Here at wordpress.COM, staff do all the heavy lifting for you. No backups, no upgrades, no worries really. All you have to do is blog. Here are a couple reference links for you.

I should have refreshed.
G’day TT!
One other note. The majority of bloggers do not make much more than enough money from advertising to cover their expenses, if they cover them at all. You just need to be aware of that fact when making your decision.

@TSP
G’evening and you said it. Everyone dreams of making bags of money and they actually make little more than what their web hosting costs.
