  If you want to use themes and plugins sold by other companies on a site here on WordPress.com on our Business Plan, you must buy those directly from the companies that sell them, yes. The Business Plan only gives you the ability to install plugins and third party themes. It doesn’t include any premium products or services sold by other companies.
