About canceling subscription

Can you cancel a subscription throughout the year at any time to possibly upgrade or downgrade?
The blog I need help with is: (visible only to logged in users)

You can upgrade at any point and usually just be charged the difference in price between the plans. Downgrading needs staff assistance and I don’t believe you’d get a refund unless you were within the 30 day window of purchase.
