See the Re-using an Email Address section of the Close My Account support page. If you simply close the account, then the email address will eventually become available again, but only after 30 days.
To avoid waiting a month to be able to use the email address on another account, change the email address of the account that presently has the email address that you want to use on another account. After that is done, then you may reuse the email address on a different account, whether new or old.

When you delete your account, your email address remains in our system for 30 days. This means that you cannot use your account’s email address to sign up for a new WordPress.com account.
Once the 30 days have passed and your account is purged, your email will be free to use with a new account. See: https://wordpress.com/support/close-account/#re-using-an-email-address

Hi. How is what you said different from first paragraph of my response? In the second paragraph I told them how one can avoid waiting 30 days by simply changing the email address of the present account, that is, of the account with the email address that one wishes to reuse. This action IMMEDIATELY frees up that email address to be used on any other account, including a new one.

For clarification:
In order to free an email address for immediate reuse as I’ve described above, one must, of course, change the email of the account to be deleted before the account is closed. It should be changed to an as yet unused email address, one that you don’t need soon for another WordPress.com account. -
Sorry @musicdoc1, it looks like we were both crafting an answer at the same time. I did not realize you had also posted here until just now, so appologies for any confusion.
You answer was perfectly fine of course, and you are correct that you can avoid waiting 30 days by “freeing up” the email address before you close the account. I appreciate your going the extra mile in your reply since I did not include that info, thanks. :)
