  What is your domain name?

  Have you registered your domain within the last 60 days? If so, due to the 60-day transfer lock ICANN policy, you will not be able to transfer the domain until it is registered with us for 60 days:

  In the meantime, if you want to use the domain with a site you have hosted elsewhere, you can point the nameservers to that host:

  https://en.support.wordpress.com/change-name-servers/

  If that is not the issue, where in the process transfer are you having issues?
