  I was just wondering if it’s possible to devise your own web-site from scratch on Dreamweaver CS3 and then upload it with CSS. Would that work? Or would wordpress protest?

  There is no FTP access to free hosted WordPress.com blogs and we cannot install plugins, upload any third party themes, create child themes, or create our own themes or edit templates.

  The only themes you can use on a free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/
